This opportunity entails performing field inspections of construction sites to monitor compliance with engineering plans, specifications, and environmental permits. The Construction Compliance Specialist reports findings and coordinates with project staff and environmental regulatory agencies to resolve corrective actions. May serve as the interface between the client, regulatory agencies, and the contractor in resolving project issues. Reviews project submittals and documents for compliance with environmental permits and regulations. What You'll Do Inspect, observe, document, and verify work in progress to ensure compliance with project schedule, contract documents, and plans. Advise Contractor superintendents on necessary actions for conformance. Review and resolve quantity disputes with contractors. Perform mathematical calculations, constructability and biddability reviews, and measurements of completed work. Assist with reviews and checks of daily reports, contractor labor, and equipment. Perform on-site material testing and assist with equipment maintenance. Assist with as-built record drawings and contract close-out documentation. Participate in construction schedule reviews, contractor pay estimate reviews, and change order management. Attend and participate in project progress meetings. Serve as a field technical subject matter expert. May lead daily assignments, mentor, and train employees. Perform other duties as assigned. What You'll Need Associates degree in Engineering, Construction Services, or related field and 10 years relevant experience, or Bachelor’s degree in Engineering, Construction Services, or related field and 8 years relevant experience, or In lieu of degree, 12 years relevant experience. What You'll Bring Ability to read and understand contract plans and specifications. Serve as field technical expert, recognizing discrepancies and resolving issues. Experience with federal, state, and local regulations, including Section 404, Section 401, Wetlands Protection Act, EPA Construction General Permit, etc. Provide technical oversight on wetland protection, erosion control, stormwater management, and general site construction. Review monitoring protocols, reports, and as-builts for compliance. Serve as senior reviewer of technical reports, guiding less experienced staff. Generate environmental compliance monitoring reports and coordinate corrective actions. Organize field crews, determine methodologies, and guide work. Bring innovative ideas, data, and methodologies tailored to projects. Excellent project management and client-facing skills. Highly collaborative with proactive communication skills. What We Prefer Experience overseeing environmental compliance for large transportation projects. Minimum of 10 years in wetland protection, erosion control, and general site construction. Willingness to perform field work in difficult terrain and conditions. Strong team collaboration and coordination experience with agencies like Army Corps of Engineers, NOAA, MassDEP, etc. Growth and success-oriented mindset.
